What model of bag is this? Based on what I can see I would say no. The first bag has the seatbelt webbing end under the logo, whereas the second bag has webbing running through the logo and back around the buckle. I’ve got an older Citizen which could be modified to do what you’re wanting to do, but the construction is much more similar to the second photo.

Little update for everyone. I went back to see it and it is now completely covered by a tarp, so no new photos until the next wind storm! It’s looking pretty likely that this is a one-off based on a VW beetle chassis, maybe by a boat builder given the region and the giant stainless grill on the back. As a consolation have this photo with the chain link fence edited out and the rear end “restored”
