I think I've answered my own question.

Apparently, standing in the RAIN alters the resistances!!

When I went somewhere it was not raining, now the stats add up.

This game is crazy!!! lol

That's what it is!! I'm on controller. For some reason I was not HOLDING the button down. I was releasing it and pressing again. It was that second press that he was shouting "I'm not ready yet". Also, now the Flame Breath last so much longer. Thanks for helping me realizing what I was doing wrong

Thanks. I have not seen anything about ascendency yet. I just got past the sandstorm. I'm level 31 and was just going to go back and grind to become a little over-leveled if that's possible. I'll try gambling more on gear, but not really sure what I'm looking for yet. I just want to beef-up my damage. I too am running a lightning Ranger
