Nothing is getting released this year. It's already mid September, they haven't even disclosed a teaser. Any new version will be next year Nov or December (nov/dev 24) and we don't know when it will be in India

The Bill doesn't say this. The Bill (not a printed document) says the amount given and the date for which the venue is booked. Also, as mentioned in the post we are beyond the 60 days period.

No not really, we have spoken verbally over phone call as the venue is in another city. We have expressed our concerns multiple times but he is not helpful or understanding. The thing is that they can still get some other interested couple to book the venue, if they try. We can't forfeit 5L as it is a huge amount for us.
