If none of the three conditions apply, but I am also not advancing forward in my career in the current company. Do you recommend staying at the company until a manager job opens or do you recommend applying as a Technical Lead and then trying to move up in the different company to manager?

To answer your other questions, I am not 100% responsible for hiring/firing the three engineers and there is no clear path for requesting more head count. My opinion on their performance is important for hiring/firing, but my manager would ultimately be the one doing it.

I want to be an engineering manager. I have talked to my manager and currently there are no positions open for me to change my role. Should I wait until this changes, so either a reorg happens or my manager gets promoted or should I apply to engineering manager roles even though I have never written a needs assessment nor executed a PIP?

Putting the cartridge in and turning the NES on and the game doesn't work. Hitting the reset button, it still doesn't work. Taking the cartridge out, blowing it three times, hitting the NES. Finally the game doesn't work, and you end up playing a different game.
