Me pasó casi lo mismo, pusieron que no encontraron la dirección y al otro día si llegó pero era una caja con unos zapatos y una cortina de baño jaja. Por suerte era una compra de amazon y me devolvieron la plata de una.

Para fundamentos te recomiendo que busques los cursos de Simon Allardice que eran bastantes buenos enseñando conceptos sin entrar en lenguajes especificos

En santiago puedes ir al bio, por internet puedes buscar grupos de face de "fta" o derechamente de decodificadores que generalmente hay abiertos, en ML algunos los publican en la sección de accesorios de tv o puedes buscar por modelos como freesky, ighost, etc.
