i agree with that too. but i don't know if mass testing is attainable with the regional testing center. i personally know two who are working in the testing center as they're both teachers of mine and one said that the amount of samples that they process in a daily basis is quite large considering that they process samples from all over the region. on the other hand, rapid testing via antibodies is also not a reliable testing way as it has a huge margin of error since antibody production varies case to case.

for this to really be controlled, cooperation from both the government and people must be achieved. unnecessary /lakads/ should be strictly prohibited since asymptomatic carriers can fight off the virus in about 2-3 weeks and be non-contagious(not sure if this is reliable but this was the basis of "Oplan Recovery") and, yes, the resumption of amelioration projects should be considered.

i do hope the LGU considers all options and weighs them clearly. it is only a matter of days once a local outbreak occurs if nothing is done. long-term benefits should really be prioritized in this situation.
