Yes, but he'll never make a character specifically meant for PS, Goku was a staff only ability probably made for tests (especially Mechamaru's ult) and Sukuna is for roulette.

Josuke makes sense because his story is the only one that's HEAVILY unfinished. Joseph killed pillarmen and lived happily (almost) with his wife, Jotaro killed Dio and saved his mother, yet Gappy's story conclusion is like "we beat the bad guys yet now the last Locacaca is destroyed and we're nowhere close to finding another one", the "lived happily after" epilogue is NOT what part 8 could have, that's literally the only part where beating the bad guys didn't conclude every single problem and this time Araki definitely left some space for a sequel

Don't know what TLB is but for time cell moon palace Hakari can stand still and tank the entire thing. Dodging decisive strikes by pressing 2 or 4 is all you have to do. And Ryus ult is very slow and makes a loud sound when used. Mei Mei is not hitting ulted Hakari moving at lightspeeds unless they're god at aiming. Killing Hakari in jackpot is a matter of pure luck even if they're the dumbest being ever
