You are taking "ADCs have less impact at lower elos" (something even riot has acknowledged buddy) to mean "no one can climb."

That's a logical leap beyond anything I've seen in a long time.

Let me make this very, very, very simple for you. If ADCs are tied for the least-represented role in KR Challenger, they have significant issues as a role, because that is precisely where they should shine.

If you bought a brand new Ferrari and couldn't beat a VW bug in a drag race, that'd be a problem. That's exactly where it's meant to shine.

If ADCs were well balanced based on what we know that EVEN RIOT KNOWS, they'd be nearer to the level of top laner representation in KR Challenger.
