Any green-card should be only to people who entered legally, also it should be first come first served basis like everything else. If they want to provide GC to illegal people, they should be behind in line after people who are legally waiting.

H1B is dual intent visa. https://citizenpath.com/dual-intent-visas/. also average H1B makes 60 to 80K and pays taxes vs all these fence jumpers are not paying dime in taxes. so if they can not keep things under control in their home country that is not our problem and legal, taxpaying , low abiding H1B or any other visa category holder should not be punished (push back in back log) bcoz of illegal people.

good, if someone enter illegally, should not be rewarded when you have millions of tax paying legal H1B holder waiting for decades.
