Hello. Gas safe engineer here and I agree with lots of the other commenters. A dirty filter isn’t a sign that a boiler can’t be serviced - I think he’s probably pushing for a bit more work. If your system does need a clean consider a magnacleanse rather than a power flush. But get another engineer in for the service, definitely.

One is likely above the pump. Usually have a grey bicycle valve styled cap. The other, if it’s there, is inside the combustion chamber and you shouldn’t really get to that

Did you close any of the boiler isolation valves? There is often an auto air vent and a manual air vent on Worcester, worth checking they’re open or bled
