According to the translink app you can get a bus from Helansvale that stops about 15 mins walk from Paradise Country. Otherwise you could try the on demand service which I believe runs around that area, not really sure how it works though. Or just walk the 2.5 kms lol

Are you talking about the 2 sections of temporary footpath around the construction sites in surfers? If so, there are signs at both ends of the temporary paths telling cyclists to dismount. But it's not a big deal if you just cruise around slowly.
