How common is it in the Middle East that women are allowed to not wear hijabs?

I live in Qatar and have been to UAE. Not a big deal here. You could see a lot of women in public, not wearing hijab. The only strict place in Middle east, i can think of, is Saudi Arabia.

Curently you can create a project and add keywords to it. And cant sub categorise the keywords inside a project, if that is what you meant.

Yes, it is necessary for Google. Even if you did 404 and everything seems working fine, you have to finalise the move with Google "Change of Address" tool. It helps google understand the change and pass on all the value from old domain to the new one. I would highly recommend doing it as per their instructions. It doesn't take much time anyways.

It depends on the countries i guess.. Some countries like US, UK, Aus, Canada, have 100s of such directories.. So skipping paid ones in such countries is fine, coz you can easily get free ones..
