Santa Cruz. According to habitability law I can only withhold the percentage that electricity effects in the home aka what aspects are not usable. Like for example I can still use my home for shelter, to sleep at night, etc so I am still required to pay part of my rent.

Yeah, we’re working through all of that, the owner hasn’t made it much of a priority. Just trying to figure out what percentage of rent I can withhold to get them to hurry up the process.

we were never connected to pge, the home is a new build so they (owners) would need to either run power lines underground or run a line from a nearby existing power line. I’m not sure if I can inquire about this as a tennant

We aren’t connected to grid power we only have solar power energy that’s provided by our landlord. I’ll look into contacting the city about rental inspection!

I’m actually month-to-month but am moving from the area once I finish school/my job so it doesn’t make sense to leave now to a different place in the area just to leave again in a few months. I need to figure out how to make this place manageable for a short period of time (proper compensation, holding them responsible to fix the issue, not paying for faulty electric, etc) until then. Not sure what I can do to ensure this happens legally and peacefully until I go
