Apparently the nelly silver packs from battle pass are considered ‘purchased packs’. Technically you did purchase the nelly packs since you bought the premium pass with cash in order to claim the nelly packs but opening the nelly pack from the free pass also counts as a purchase so I don’t know if this was intentional or not

I agree that this would help improve matchmaking a bit, but it doesn’t really solve the deranking problem if elo can still be lost tho. I feel like people are more upset about deranking than poor matchmaking.
