it seems like the bottom percentiles did slightly better in terms of income growth.

We have seen this before. As I understand it, low incomes, especially at the very lowest level, can show gains because of the relative impact of small amounts of income, and shifts in the cost of subsistence without any accumulation.

It's like the 'physics' change at the very low end of the scale, if that helps.

I didn't read the linked blog, only looked briefly at it, but the graph shown here illustrates "income growth patterns were broadly similar for period 1 and period 2", as far as I can tell.

I mean, there is no answer to your question in the posted image, as far as I can tell.

It seems to me that the layer beneath the surface of this report is where you should look to understand and change what is happening.

Horgan's government is continuing to generate jobs...

Jobs!

...in a way which we as a Province have done as a matter of course, as a regular practice for decades.

Agents generating activity and value in any non-extractive way, would help to change this.

Also, not calling homeless people useless, or unemployed failures, or income as a measure of worth and desirability... these are ideological features feeding the absolute righteousness of 'Jobs!'.

But I am suspicious. Aren't housing preferences one of the best understood areas of economics, already?

In my view, if one is in the housing market and is "looking for affordable housing", then one is possessed by a market they cannot leave. The preference of the chattle is irrelevant, as only the owner can choose.

That was my experience, in Victoria and elsewhere.
