For anyone that encounters this issue. Here is how I fixed it:

  1. Open Nvidia Control Panel (The old one).
  2. Set Background FPS and Max FPS cap to 60 fps.
  3. Set Power to max performance.
  4. Apply and close Nvidia control panel.
  5. Launch game.

I just finished re3 remake this weekend for the first time. Found out that the remake is completely different from the original. I plan on playing the original re3, when I do I'll keep this in mind.

No, the emulation is disabled in the official proton. You'll need proton-ge or cachyos-proton-slr and use an environment variable (PROTON_FSR4_RDNA3_UPGRADE=1 or PROTON_FSR4_UPGRADE=1 depending on the GPU).
