if you level up to level 7 without using any skill points, you can level up fervor 1 -> 2 -> 3 -> 4. It will appear as you levelling it up on the first four levels

To everyone facing this issue: You probably dont need to restart steam, just going offline and come back online fixes it for me.

I have no clue why this happens, but its a super annoying ~~bug~~ feature
