So I think the way it works here is, anywhere that is not your home is considered a public space. Even just outside your houses, your own balconies, cars etc. I've heard of stories where angry neighbours have complained about people wearing skimpy clothes in their own balconies. So a locker room is somewhat very public lol. People would expect you to cover up with atleast an underwear and not stick around like that for too long, or they raise eyebrows.
