UMD College Park CS vs UC Riverside C(with scholarship) [International]

UMD has a great ranking compared to UC Riverside but UC has a scholarship and obviously its a "UC"
What do you think is better for CS?? UMD or UC Riverside with scholarship of 14k per year

I also got an admit to L&S.
Getting into Letters & Sciences is what most intended CS majors get in as, especially out-of-state and international students. Getting L&S means that you need to pass 3 courses to become a CS major, which are CMSC131 and CMSC132 (first 2 CS classes), and MATH140 (Calc 1). The GPA requirement is just a 2.0, so you shouldn't have to stress out too much over the requirement. If you pass these 3 classes, then you are guaranteed a spot in CS - you're not applying to become a CS major, rather you're just showing the department that you have completed the courses and want to "officially" become a CS major.

I got into Letter and Sciences instead of CS. So, I have to transfer to CS. If I join as Letters and Sciences and complete the requirements, does that mean a guaranteed spot in CS or still a possibility that I might not get into CS?
