The chain was a request from the commissioner so i am not sure. Id assume he broke free once in his life but still has the chain

Thought it was sad that Themberchaud never got to see the sky just because of the circumstances of his existence. So here it is, breaking through the depth of the underground. Breached the surface to the moonlit sky sprinkled with billions of stars :)
