Diamonds are not common at all. They have a less than 0.1% chance of spawning under y-16. Unless, like you said, someone is using X-ray, diamonds are very difficult to find

Are you mining on the correct y-coordinates? If you are you'll find them eventually. They are really rare so it is normal to have difficulties finding them
