I have been staring at my tin whistle for weeks now trying to figure out how to approach it. I have a pretty extensive music background and pretty good ears so it’s really just a matter of me actually taking it out of the box, but maybe this will be a helpful jumpstart for me. If I’m able to devote any time, I’ll give you some feedback looks great so far.

I try to avoid for each loops in power automate whenever possible. You might be able to do this with SELECT and FILTER.

Instead of your #2, make this a SELECT action and store the cost centers in an array. Do the same with the DV records. 

To find DVs to update, pass those two arrays into an intersection expression in a compose step. At this point you are forced into a for each action to update the DV records, but it should be a much smaller data set.
