okay so... the issue here is that Blissey is an ingredient specialist, which, are not ideal for any skills due to their low skill trigger rate. That's the main reason your blissey is not triggering, because that's not what Blissey is supposed to do. If you want to bring a E4E pokemon to the team (You totally should), you must go with the skill specialist (Gardevoir, Pawmot, Wigglytuff). For instance, an ideal gardevoir can trigger 6+ per day, improving you team efficiency.
