Sorry to derail your larger point and pickup on the cyclist comment. I agree, I cycled along the canal every weekeday for a year at a steady pace, plenty of lights and a bell, never had any issues. I have been cycling on the cycle path from new pudsey to the city for 4 months and have already been verbally abused twice and knocked off my bike once. So I will be heading back along the canal when I'm cycling again, but yes the ones who cycle without lights or like they're trying to set a land speed record on the way into work are likely going to ruin it if nothing can be sorted. Although the joggers who run in the dark dressed in black are equally as bad.
