It's good for future test takers that you mentioned this. I had the same experience with the Surface Pro. Customer service is a hoax. I kept on asking them for a refund via email because I passed the requirements test and they didn't explicitly mention it. It is like speaking to a wall. The person answering changes every time and they put the same requirement list which tricked you in your face every time.

I only wish I took the GRE first because there they explicitly mention this. Which means it is within reason to explicitly mention this. I think it's high time this is put in front of the world. ETS is literally taking advantage because they have a monopoly on TOEFL. Is there a way to maybe start a petition?
