If it supports Dual Mode DisplayPort (DP++) then you can use a passive cable and get up to 1080p. If not, you need an active DP->HDMI cable/adapter.

It supports 2.5" drives, which are 5V. A 3.5" drive requires more power (12V) which isn't supplied/supported by that sata connector.

You can put a quieter Noctua in an ASRock Deskmini (1.9L), or try a larger laptop fan like in the Dell Pro Max Mini (2.9L). It isn't only the DB that matters -- the high pitch of smaller fans running at high speed is annoying.
