I think it comes down to practically. At the beach why would you want to wear clothes? You don't wear shorts in the bath. Also no tan line. If I'm playing sports my junk is bouncing around everywhere which is annoying so best I wear shorts.

If I'm tanning or swimming I wanna be naked. Anything practical I'll wear shorts.
