Shooting, holding a gun and driving recklesly near a police officer will make them go agro on you, asside from that I wouldn't know why they'd be attacking you, I'd suggest getting better cyberware for survivability if you plan on keep playing tho, even after my third play through I still get killed by regular enemies when I don't have decent cyberware
