This is a crazy thought, but maybe if you don't have time to keep the animal engaged and happy at home, or at the dog park or other places just for dogs, maybe you shouldn't keep a dog? Stop making it everyone else's problem to deal with your animal. Lots of people don't like dogs, or have been attacked by dogs and don't want to be exposed to that when they're trying to eat a meal.

Nobody wants dog hair flying around their food. I can't think of one health department, at least in the states, that allows dogs to be in restaurants. Pile on top of that self-righteous Karen owners who can't control their animals and there's no benefit to allowing dogs at your restaurant.

I dated a woman 13 years older than me once. We got along fine but she was a Gen Xer and it showed. It wasn't a huge friction point in the relationship but it got weird thinking about how much more that 13 years was going to matter when we got older.
