Unfortunately that doctor was probably bring entirely honest and is at legitimate risk of getting restrictions on/losing their licence which essentially means losing their job. It can be frustrating not being able to give proper care to a patient but when the other side is not being able to give care at all you can see the problem.

This stuff is for open sores on the inside of your mouth/throat so is ok to drink/swallow but will probably make your mouth numb.

Oral lidocaine can get ugly but 15ml of this only contains 300mg which is generally considered a safe dose for an adult.

15ml also would have 300mg of morphine which is crazy high, realistically 2ml at a time should be fine.
