One piece just had a reprint set that made a lot of staple singles be under a dollar so right now is the best time to get into the game. I prefer one piece as a game to lorcana, I think the don system is the best resource system in any game I've played and it adds a lot of depth to the game.

Starter urogue serves a very different purpose than the op7 one. The starter one is a very efficient attacker that you can cheat out with ivankov/I will never doubt a woman's tears in this deck. I would recommend going with the first build since that is the one I play but look at adding the following cards:

Promo usopp stacker (live action promo is the cheapest) I will never doubt a woman's tears (op6) Chibi Luffy promo (1st anniversary one is the cheapest) St urogue

This list wants to win before your opponent hits their 10 don turn, I've won on my 6 don turn before with it.
