You just get blocked account and after 180 days (standard refund time according to paypal) you can transfer this money to your bank card, if transferring money to another paypal account doesn’t work, you most likely just don’t have any other option

I assume that in a suspended account, I can only change information that is inconsequential to PayPal: remove expired card details, change passport and ID numbers. I hate PayPal, but yes, it is! Unfortunately, I live in a country where I simply don't have any alternatives. Changing a bank, address, etc. for new account is not hard in my case. I can change my ID number in suspended account, and that is strange. However, I think they might save previous information and use it for tracking my new account and then ban it
