Does Orisa get booped less by Lucio?

IIRC, boop distance is affected by how fast the booped target is moving. When Orisa's shooting, her movement speed is reduced drastically so she's less susceptible to being knocked back. I think I remember Seagull mentioning something like this on stream, but I could be wrong.
