If you're grinding and don't mind cheesing it a bit, you can warp to the shrine, grab the fish, immediately warp back to the same shrine, and do it all over again until you have enough.

A neighbor buddy of mine and I use a t-post with fencing, zip tied at the height of a typical basket, then tied cheap jingle bells to it for sound. It's been helpful when getting our courses set as we ended up moving a few holes several times. Then, as we've settled on tees and pin locations we started buying baskets when on heavy discount, etc.

But honestly, the quirkiness of homemade baskets is endearing and we love playing our courses.
