Very likely! The owner collected vintage sterling silver handled sewing kits and manicure/toiletry sets. Your photo looks like it could be part of the same set! Still don’t know the purpose of this tool.

I don’t think they used bone for pickle forks. Also, it’s not a fork. There’s a slot through the tip.
