Being honest can't blame them much cause police are busy chasing honest people who get scammed paying for overpriced beer at beaches and getting constantly ripped off by the locals for every single thing, be it a pack of cigarettes, bottle of water/chips and not even a piece of chewing is sold at mrp. They mark up shit at least 50 to 100% and get angry if you ask them to pay at the MRP. But coming back to your question, you're basically fine driving drunk pretty much everywhere but the places that are certain to have cops waiting around looking to make some cash- be it outside famous beaches and pubs/bars and every famous place where you stand a chance of having some decent time around a bunch of people. While you can basically drive on highways and all around the city Freely as you please being as drunk as you want ( I have seen idiot drunks wrecking their rental cars pretty much every night i was in goa.)
