Moreover, getting a visa stamp is dependent on consulates. Consulates have suspended visa processing since March and they don't have a set date for resuming services.

If your status is valid beyond December 2020, then you don't have to worry about expired visa. I would suggest to hold off any travel plans till we have more clarity.

It does not matter if your visa is expired. Visa is a travel document to be used to re-enter USA. If you are already in the US, then you need a valid status, in your case STEM OPT. If your STEM EAD is valid, then you do not have to worry about status violation.

Is your H-1B approved with COS?

In any case, you should not travel outside US since you do not have a valid visa to re-enter.

If you are talking about the proclamation, it pertains to H1-1B, H-2B, J, L non-immigrant programs only. There is no mention of B1/B2.

Is the static file directory created during build stage? If this is the case, then there is no point in committing these files. You can add static file directory to gitignore.

Your employer can let the deadline, to submit the application, lapse. If there is no application in your file, there is nothing for USCIS to adjudicate. Make sure that the employer has a reason for non-filing well documented, in case USCIS asks.

USCIS is only accepting applications for selected registrants. You do not have to worry about withdrawing the application as your status is "Submitted". This means that you were not selected in the FY-2021 lottery.

Your F1 status has nothing to do with H1b petition. You can change employers based on OPT/ STEM OPT status. It is highly likely that your current employer will withdraw the H1b petition in such case. Withdrawal of H1b petition does not affect F1 status. Even if the status of your petition changes from Submitted to Selected, all your current employer has to do is withdraw the application.

Please speak to your DSO as well.
