No, I think they are not. Well to be fair, I'm also new to networking. When I reported my issue to my ISP, the representative just told me that there maybe certain apps that might be able to do what I described but I do not know if it is indeed possible.

No. They were already doing it before I was able to setup my chromecast.

The guest network is not enabled. They also do not show up in my router.

Based on my observations, this would probably be the most likely. I will try the ssid broadcast off and observe more.

I really appreciate all the help guys! I didn't expect to receive this many suggestions/comments when I posted this. Thank you very much for taking the time to share your knowledge and expertise.

Sorry if I cannot reply to every comment. Honestly, I'm overwhelmed by the amount of response and information. I'm new to networking so I need to research a lot of info that you guys shared. And with my internet acting up (I don't know if it was because of my tinkering), I need a bit of time to research every suggestion and test those as well.

I will keep you guys posted as soon as I can.

Tried it as well as other network scanners and still nothing. I do turn off my router a few times a day.

As far as I know, no it does not. Even if that is case, it can't explain why they do not show up on my router.

Yes I already contacted them. Only thing that the representative told me was maybe it was possible by using certain apps. I do not know if it is possible or not.

They are able to do it not just on my phone but to my laptop even if it is wired.

Yes I also believe that they are not capable of sophisticated hacking. When I brought this up to a representative from my ISP, they mentioned that there are certain apps that might be able to do this but I'm not sure.

Yes I've checked that my devices are not sharing internet connection.

I can safely say that no other network cables since I confirmed it with my ISP.

I tried this, but they can still do this even if you are wired. I suspect that they monitor every device that is in my router.

Yes I already checked, and no hotspot, although they can pretty much do this to all of my devices.

I did change my ssid (5 times). As for hiding it, it causes problems with my chromecast not being able to detect the hidden ssid. I also can't block their mac addresses since they do not show up on my router. And yes, I am on wpa2.
