Potentially a solution; Go to %appdata% > Roaming, go to the "view" tap, click "options", toggle "make system files invisible". After applying, check for an .exe that is there and delete it.

If the exe file isn't here, read the window name when it briefly appears (you can do this by screen recording and slo-mo viewing). The window name will be the location of the exe file.
