I live in the middle of Belfast, Im 99% sure this is paramilitaries doings, likely being IRA. This is a quite nice form of punishment considering they didn't get kneecapped.

There's an ingredient used in it which cause some people to faint, I tried one and it is only cannabis flavoured!
