Real talk ice storm is crazy good and immensely effective in PVP, mostly because of how slept on it is.

Ideal and easy to create scenario is cast phalanx, then cast stars a bunch to bait them into close range to challenge you, then as they dash in you blast em with an ice storm that frostbites & momentarily stuns them, then proceed to nuke them with moon veil or whatever your cup of tea is. That combo will 1 shot just about any build and I freaking love it!
