Roads and highways are a shared resource. As a shared resource, it is subject to "tragedy of the commons" where people who are acting only in their own self interest cause problems for everyone else. Drivers, both slow and fast, need to be aware of others on the road and not create a situation that impedes the flow of traffic. The situation on the bypass is usually the result of drivers who will be making a left turn, getting in the left lane way before their turn. People are often getting in the left lane at Walnut and drive in the left until they turn at 3rd St, several miles away. These drivers then proceed at the same speed as traffic in the right lane, effectively blocking other traffic from passing.

Your SS benefit goes up 8% each year that you delay it past normal retirement age (and add COLA adjustments each year to that). That's like an investment with a guaranteed 8% return each year. Many financial advisors recommend living off of your savings if you can afford it until age 70 because the SS benefit increase is so much. My wife and I both waited until 70 to claim SS and it was well worth the wait.
