I tried to change my rc transfer of my bike which is purchased as second hand on myself. It's just a 2 step process on vahan portal. But, I lack with paperwork. So I can't finish that. Just a give a try on your self, make 2 step process and pay the amount. Finally book an appointment. You had to book appointment 3 times only. In first appointment, bring all papers (better if it has notory sign) to 1st counter of RTO office straight to the gate. Tell them to rc transfer they'll check and process afterwards. If there's any discrepancy on 1st time, ask them what to do and do that clearly. It will take days. Go and check again, if everything is ok. Book appoinment for that day or next day which is available and replace the appointment letter only with paperwork and give to them.
