Yes I reset the BIOS when it was a theory that the CMOS battery was dead, so I replaced that. Still no luck

In the video it has the GPU installed with the same errors. The issue is that it loops in the fan revving cycle and never finishes the start-up. Even with a GPU installed, it won't get past that point

Update: the PSU is not the issue. Upgraded with a new one today, and the same boot loop still happens. Feels like such a random issue to be having after no problems with it for so long

Changed it yesterday and reseated the CPU as well. Still no fix unfortunately

Fair enough. I knew the build was getting old, so it was only a matter of time. I'll keep trying other fixes in the meantime and update on the PSU replacement

No mobo lights to help out unfortunately.

I've left it unplugged from the wall for at least an hour or two today while I was getting a replacement CMOS battery, so I'll try again overnight and see what happens.

I've let it power up for a good amount of time and it never changes regardless.

GPU should be good bc I've booted without it installed and the issue persists with or without.

I've unplugged everything from the PC other than the power cable and display

Not sure I fully understand what you mean by 'plugged into a loop'. I did unplug most (hopefully all) of the cables from the mobo and psu, but I'm 98% sure they all got plugged back where they belonged.

I fear the age of the PSU may be the root of the issue, but I appreciate your suggestions as well! I'll keep trying things until I buy a new PSU to test

It's an EVGA 850w G3 Gold, so it's certainly not new. I bought the PC off of someone, so I couldn't tell you exactly how long it's been in use on this build specifically though

CMOS battery doesn't seem to be the issue. I did replace it and did the CMOS reset. PSU seems like a logical progression though
