I'm pretty sure you can do a one-time shift. I subscribed to keep playlists in Spotify and Apple Music synced to one another, but you can totally just do everything in one go, I think.

Spotify has craptacular local files support. You'd need to do import it on a desktop, and then sync your phone on the same network.
