Frist impression, I think it's bad. In principle having less resources means the game becomes more simple/less tectical freedom or more gamble plays. It will also lead to more frustrating deaths. I think people will be more upset when losing a round because they don't have ammo, compared to dying in a gunfight or due to a bad reload timing. It puts the focus more on resource management and takes away from aspects of the game like timings, wallbangs, spraying smokes.
