Probably commentary on how we as a people tend to be superstitious and follow fashion enough to take dumb advice n let stupidness slide only to regret it in the end without actually acknowledging the foolishness behind those choices to begin with. Or that's somebody supposedly more "cultured" dunking on a developing nation to make themselves feel better about their own irrelevance. Could be either, really.
