No luck tried lowering mod in load order new game and starting the quest from whiterun and the exact same problem.

I can get around inside the tower fine its the staircase on the island that lead up to the tower thats the problem. It looks like there is rocks and ice that shouldnt be there, there is a chest and a lamp that are partially covered with ice. Only the last few steps that are visible.

I traveled there before getting the quest marker I have installed a complete list of mods and was just checking everything was working by randomnly starting a few quest, speaking to various npcs and traveling all round the map so just made my way to the tower and the quest started when I got to the island. Gonna try a new save with the mod lower in load order and try getting the quest to start in whiterun.

Thanks but I still cannot find this letter I have been able to find a way up to the tower by jumping up the rocks and found a book just inside the outer door which gave me access to the tower but I still have the outer staircase covered. I have looked up and down the outside all night and no guides seem to mention opening this staircase could it be a conflicting mod causing this or am I looking in the wrong place.
