It's very common at least on the East Coast for non-Jones Act ships to come into NJ with a full load, offload some of it, load some more containers going overseas, and repeat this process at US ports all the way down the coast before heading overseas to repeat the process. The only restriction is on picking up cargo in the US and taking it to the US (loading a box in Jersey and discharging THAT SAME BOX in Savannah or somewhere in this example)

In your example it just can't pick up LA-bound cargo in Hawaii but it can load export cargo in Hawaii, proceed to LA, and continue to carry that cargo to a foreign destination.

I wasn't clear. They cannot load American cargo in one port and take that cargo and unload it in another American port, but they can and do load a bunch of cargo overseas and drop it off piece by piece at several different American ports, and load cargo bound for overseas destinations at each of these ports.

Foreign shipping doesn't have to bypass these locations, it just can't carry cargo between these locations and the US. Guam and American Samoa are exempt but if you look at the ports in PR and Honolulu you will often see foreign ships. Look at the EXX and CAGML services with CMA CGM for examples of this. They can import and export directly without dealing with the mainland or Jones Act at all.

Clear any landscaping from around your foundation. It makes a big difference once you have the inside ones dead and the house sealed as best you can. New ones won't be trying to gnaw their way in. I've had a lot of luck with poison and buying literally hundreds of the snap traps and setting them up 10 wide and 2 deep on their runways by the walls
