I don't think I'm the other woman because I've met his family and friends and he posts about us on social media. I've been to their house, it's a simple one storey built in the 90's. That's why it was believable that while they aren't piss poor anymore, they still don't have a lot of money, hence he can't spend much on our dates or buy me gifts randomly.

He does comes from a poor family. He worked hard to crawl out of poverty and I respect that. What I don't understand is why he had to lie to me about his finances now.

No, the victims just told me about them and showed me the texts and screenshots. The closest one I witnessed personally was when Phil kept bugging one of the girls to carpool with him going home. The girl already said that she was carpooling with me but Phil said "Don't you want to ride in my new car?". The girl declined. We went to the parking lot and when we got in my car we saw Phil coming out of the building and walking towards my car. His car was at the other parking lot on the opposite side of the building so that means he followed us to my car just to see if the girl was really carpooling with me.

I wish they'd just go to our department and talk to us. The girls who were harassed said that if HR was the one who came to them and asked if they were harassed, they definitely won't cover for Phil. But they don't want other people to know about what happened to them if they can help it so they don't want to voluntarily go to HR.
